Pennsylvania Keystone Scholars Program for Newborns

In 2018, the Pennsylvania Treasury Department launched Keystone Scholars, a program which provides $100 for every baby born or adopted in 2018 to families living in six Pennsylvania counties (Delaware, Elk, Indiana, Luzerne, Mifflin, and Westmoreland counties).

New legislation makes Keystone Scholars available statewide beginning with babies born in January 2019.

For families with babies born in 2019, there is nothing that you need to do to claim your $100.  The Keystone Scholars recommends that you open an online account once you receive a letter from PA Treasury with instructions on how to complete the online process.  Expectant parents may preregister a baby here.

The $100 is invested by the Pennsylvania Treasury Department and grows with kids through the years. Parents can use the Keystone Scholars account for qualified expenses when kids pursue higher education.
